Annammal College of Education for Women, Tuticorin 

Forty five years after it admitted its first batch of aspirant women teachers, ACE has established itself has a preferred institution for teacher education in southern India

Spread over 15 acres in the seaport town of Tuticorin (pop. 2.16 lakh) aka the ‘pearl city’ of Tamil Nadu, the government-aided Annammal College of Education for Women (ACE) has established an excellent reputation for providing high quality teacher training to graduates and postgrads from across the country.

Promoted in 1962 by the late A.R.A.S Arumugasamy Nadar, the eldest son of A.R.A Subbiah Nadar who constituted the Subbaiah Dharmanidhi Trust (estb. 1934) with the noble objective of providing professional higher education to women, ACE is currently headed by Duraisamy Ganesan, president of the college. The Subbaiah Dharmanidhi Trust also runs the Subbiah Vidyalayam Girls Higher Secondary School, Tuticorin (estb. 1939). After Ganesan took over the reins of ACE in 1986, he constructed the present college and hostel buildings in 1993 and also significantly upgraded the infrastructure of Subbiah Vidyalayam Higher Secondary.

Currently, ACE offers a one year B.Ed programme to 140 students and a one year M.Ed programme to 25 students, instructed by a faculty of 23. Since 2000, the college has also been offering a postgraduate diploma in computer applications (PGDCA) for which it admits 30 students. Moreover ACE is a study centre of the Tamil Nadu Open University which offers a diploma in pre-primary teacher training in distance mode, and encourages students to pursue this diploma course coterminously with the B.Ed degree programme. Initially affiliated to Madras University and then with Madurai Kamaraj University, ACE is currently affiliated with the Manonmaniam Sundaranar University, Tirunelveli and is an approved institution of the National Council for Teacher Education (NCTE).

"Our institutional mission is to develop the talents and skills of aspiring women teachers, motivate them to become self-disciplined and equip them to face the challenges of the future. We believe that well trained teachers are the prerequisite of national development. Therefore we are committed to providing the best possible teacher education to our students. Our commitment to excellence has been acknowledged by NAAC (National Assessment and Accreditation Council) which awarded us an ‘A’ grade rating in 2005," says Dr. Joycilin Shermila, an English literature postgrad of Madurai Kamaraj University, education postgrad of Annamalai University with a doctorate in education from Manonmaniam Sundaranar University and incumbent principal of ACE.

According to Shermila, the B.Ed and M.Ed curriculums and pedagogies adopted by ACE are a judicious mix of education theory and practice. "Our students undergo rigorous lesson planning training with the help of audio-visual aids, observation of demo lessons, peer teaching and peer feedback. In addition intensive practice teaching sessions in selected schools for 30 days helps them polish their teaching skills. Moreover we regularly organise seminars and workshops conducted by eminent scholars and experts to familiarise students with modern trends in teaching, and special coaching classes are also conducted to prepare students for Teacher Recruitment Board (TRB) exams and lectureship screening tests," says Shermila.

Despite being a government-aided college, the ACE management has pulled out all stops to ensure that trainee teachers are enabled by state-of-the-art infrastructure. This includes nine galleried and air-conditioned classrooms with overhead projectors and excellent acoustic systems, multimedia projectors and notebook computers. The college boasts 46 computers with broadband connection; two science laboratories; computer, language, education technology and psychology labs in addition to a multimedia theatre with a seating capacity of 250.

However the pride of the college is its spacious and well-stocked library with 9,830 volumes and 44 journal and magazine subscriptions. The Arumugasamy Nadar hostel which houses 95 percent of students, offers comfortable, well-furnished accommodation to 170 students in its 62 residential units. The hostel complex is equipped with a prayer hall, two network resource centres, tuck shop, ACE Mart, and a modern fitness centre plus a home theatre system for entertainment.

Not surprisingly, given the excellent infrastructure support and wide regimen of extra-curricular and academic activities, the college has consistently produced excellent academic results and several rank holders in the past few years. In the university examinations held in 2005-06, six B.Ed and two M.Ed students emerged as university rank holders. Moreover its placement cell’s campus interviews attracted 21 school managements in February this year resulting in 54 graduates recruited at salaries ranging from Rs.5,000-8,000 per month.

For the future, the college management has drawn up ambitious expansion and development plans. "We intend to increase the intake for the B.Ed programme by 60 and M.Ed by 15 from this academic year starting June. Other plans include applying for autonomous status, introducing a postgraduate diploma programme in human rights and deputation of four faculty members to Singapore to study the working of schools and the National University of Singapore," says Shermila. Major infrastructure upgradation is also on the cards.

Forty five years down the road, ACE has established itself as a preferred institution for teacher education in southern India. Now it is looking to extend its valuable experience further afield.

Admission and fees

ACE offers both government-aided and self-financing study programmes. Admission into the government aided B.Ed courses is through a common entrance test. Candidates seeking admission to the self-financing courses need not write an entrance test.

Eligibility. A pass in the undergraduate degree examination with the same main subject for which admission is sought in the B.Ed course.

Courses and tuition fees. One year B.Ed course (government-aided) — 100 students admitted for a fee of Rs.1,214 per annum.

One year B.Ed course (self-financing) — 40 students admitted annually (Rs.25,000).

One year M.Ed course (self-financing) — 25 students admitted annually (Rs.25,000).

Other study programmes. Postgraduate diploma in computer applications (self-financing) — 30 students annually (Rs.10,000); certificate course in human rights and values; diploma in pre-primary teacher training.

University of Ballarat, Australia

A federal government funded public university, UB offers vocational education and formal higher education to 21,500 students across three campuses

Founded in 1870, the University of Ballarat (UB) is Australia’s third oldest tertiary education institution and the only varsity in southern Australia to offer vocational education (technical and further education (TAFE) programmes) as well as higher education (undergrad, postgrad and doctoral) studies. While UB TAFE offers accredited certificates, diplomas and advanced diplomas across three schools: business, human and manufacturing services, the university’s higher education division offers a wide range of undergrad, postgrad and doctoral programmes in its seven academic schools (see box).

Spread across three campuses in the eponymous town (pop. 90,000), an hour’s drive from Melbourne, UB was recently ranked among Oz’s top 10 universities by students. Comments Prof. Kerry O. An Australian federal government funded public university and a member of the Association of Commonwealth Universities, UB boasts an aggregate enrollment of 21,500 students, of whom 3,500 are from overseas. Moreover UB has a growing international profile and presence — it currently delivers a range of professional diploma and degree courses in China, Hong Kong, Malaysia and Singapore.

Ballarat. Ideally located in the Central Highlands region of Victoria state and within easy reach of Melbourne, Ballarat was a boom town during the gold rush era of the 1850s and a pressure point for the establishment of Australian democracy. A major tourist attraction, Ballarat is a green, clean and student friendly town with a central business district, theatres, shopping malls, pubs and restaurants. To the south of this historic town are coastal resorts and villages, including several surfing beaches. It is the starting point of the Great Ocean Road, considered one of the world’s most scenic drives offering spectacular coastal views, national parks, temperate rainforests and clear lakes over a distance of 500 km.

The climate in Ballarat is Mediterranean. Average temperatures in summer range from 25-35oC. Winter is cold and often wet with temperatures hovering between 10-15oC. It may snow lightly once or twice a year.

Campus facilities. The University of Ballarat is spread across three campuses in the eponymous town — Mt. Helen, Camp Street and SMB campus. Sited 10 km from downtown Ballarat amid 110 hectares of natural bushland, the Mt. Helen campus offers most of the university’s undergrad and postgrad programmes. The park-like setting comprises modern teaching facilities, information resources, studios, lecture theatres, student residences, students association office and outstanding sports facilities.

Located in the heart of Ballarat, the Camp Street campus houses the Arts Academy. Inaugurated in 2003 it is commonly eulogized as Australia’s pre-eminent arts teaching centre and offers a wide range of visual and performing arts programmes. The SMB campus is situated in the central business district of Ballarat and is the original site of the university, established in 1870. This old and new blend campus with contemporary teaching facilities hosts more than 9,000 students. Quality TAFE, vocational education and training are provided here.

All campus libraries are linked to a central online catalogue in the E.J. Barker Library on the Mt. Helen campus. Unisports — the recreational complex of the university — provides students with superb facilities which include a 25 metre swimming pool, a purpose-built rehabilitation centre, a fully-equipped gym and the Unisports shop. A large number of student clubs and societies — hockey, rowing, rugby, arts, computer graphics, etc — also offer opportunities for social and cultural interaction.

Admission. The minimum eligibility criterion for admission into UB’s undergrad programmes is completion of Plus Two or equivalent with an average 60 percent. For postgraduate entry it’s a first class bachelor’s degree. Additionally international students have to demonstrate proficiency in the English language — above average TOEFL or IELTS scores are acceptable. Students who don’t fulfill the university’s admission criteria have the option to enroll in the one-year Pathways Programme which prepares students for entry into UB’s undergrad courses. There are no specific admission application closing dates.

Accommodation. Housing options at Ballarat include on-campus residences, off-campus university houses and hostels, private rental (houses and apartments) and home stay. Halls of residence on the Mt. Helen campus are designed in clusters of two-storey units, each unit housing 10-12 students in comfortably-sized fully-furnished single bed/study rooms All units have spacious lounge/kitchen areas. UB also has a number of university owned residences in several central locations.

Degree programmes. UB offers a wide range of vocational education and training programmes via TAFE and a number of bachelor’s and Master’s degrees. The seven academic schools include behavioural and social sciences, humanities, business, education, human movement and sports sciences, information technology and mathematical sciences, nursing, science and engineering.
